The Netherlands is one of Europe’s most digitally mature advertising markets. Advertising in the Netherlands operates across a concentrated set of media owners, a unified audience measurement system, and a regulatory environment that ranks among the strictest in Europe for certain categories. Digital spend reached 4.4 billion euros in 2025, representing roughly three quarters of a total market estimated at around 6 billion euros. Television, print, radio, out-of-home and emerging retail media channels account for the remainder. Understanding how each channel works, who controls inventory, and how audiences are measured is the starting point for any serious market entry or media review.

Television and video

Dutch commercial television is now dominated by two groups: DPG Media (following its acquisition of RTL Nederland, completed 1 July 2025) and Talpa Network, which operates SBS6, Net5, Veronica and SBS9. Public broadcaster NPO sells airtime through Ster. DPG Media’s single sales house, Ad Alliance, now covers all DPG video and audio inventory. TV ad spend was around 850 million euros in 2025, down just over 5 percent. Streaming inventory spans Videoland (DPG Media), NPO Start and the joint platform NLZIET. Disney+ has carried an ad tier in the Netherlands since October 2024; Netflix’s ad tier is not yet available in the Netherlands and has been announced for 2027. Read the full breakdown in the guide to television advertising in the Netherlands.

Two groups dominate Dutch national and regional print: DPG Media (AD, de Volkskrant, Trouw, Het Parool and regional titles) and Mediahuis (De Telegraaf, NRC and regional titles). The trade body is NDP Nieuwsmedia, and readership is measured within NMO. Print retains relevance for quality-news environments and engaged reader profiles, though overall volumes have declined. For formats, rates and what to expect from a print buy, see the guide to print advertising in the Netherlands.

Magazine advertising

Magazine advertising in the Netherlands covers consumer weeklies, specialist titles and business publications, with inventory spread across DPG Media, Hearst Netherlands and a range of independents. Audience measurement falls under NMO. Magazines offer strong contextual relevance for lifestyle, health and automotive advertisers in particular. The magazine advertising guide for the Netherlands covers key titles, buying structures and audience data.

Radio and audio

Talpa operates Radio 538, Radio 10 and Sky Radio on commercial FM. DPG’s Qmusic and Joe moved their ad sales to Ad Alliance from 1 December 2025. BNR is FD Mediagroep’s news and talk station. The industry body is Audify. FM licences were re-auctioned in July 2023. Audio measurement is handled by NMO Luisteronderzoek, using Ipsos MediaCell+ passive measurement. The complete picture of buying, formats and audience data is in the radio and audio advertising guide.

Out-of-home

The Dutch out-of-home market includes JCDecaux Nederland, Bauer Media Outdoor (which completed its acquisition of Clear Channel’s Europe-North business on 1 April 2025), Global, Ocean Outdoor Nederland and CS Digital Media. Audience currency is BRO Next, which draws on Dat.mobility traffic data, Ipsos OOH research and the Nederlands Verplaatsingspanel, covering roughly 57,500 objects across 10 operators with hourly data for digital OOH. The out-of-home advertising guide covers formats, locations and planning considerations.

Digital, social and influencer advertising

The Netherlands had 18.2 million internet users in October 2025, equal to 99.0 percent of the population (DataReportal, Digital 2026 Netherlands). Digital ad spend reached 4.4 billion euros in 2025, up 7 percent year on year. Global platforms took 81 to 83 percent of that total, according to the VIA Nederland and Deloitte Digital Ad Spend Study. Retail media is developing fast, with bol Retail Media, AH Media Services and Jumbo Retail Media among the active players.

Privacy enforcement is active. The Autoriteit Persoonsgegevens issued a 40,000 euro cookie fine to Coolblue in December 2024 and issued warnings to around 50 organisations in 2025. The full channel, social and influencer picture is in the digital, social and influencer advertising guide.

Media buying, transparency and market structure

The Netherlands has no statutory equivalent of France’s loi Sapin. Agency remuneration, rebates and volume deals are governed by contract alone. Transparency depends entirely on what the advertiser negotiates: audit rights, disclosure of rebates and free space, and clarity on whether the agency is trading as principal or agent. The DPG-RTL consolidation concentrates negotiating power on the sell side, which makes independent benchmarking of net prices more relevant, not less.

Measurement sits within NMO (Nationaal Media Onderzoek), the unified Dutch JIC formed from the former SKO, NLO, NOM and VINEX studies. NMO Kijkonderzoek (TV, trading currency since January 2023) uses Kantar people meters and Focal Meter. NMO Luisteronderzoek (radio and audio) uses Ipsos MediaCell+ passive measurement. NMO Online became the digital currency from 8 January 2024. NMO Total Video launched 6 April 2026, adding streaming, VOD and video sharing platforms. Out-of-home has its own separate JIC: BRO, with the BRO Next currency. The Netherlands is further along than most European markets on cross-channel measurement, though full crossmedia currency is still in development.

On holding company structure: the usual six global groups became five when Omnicom completed its acquisition of IPG on 26 November 2025. Notable Dutch independents include Candid Group and Abovo Maxlead.

Regulation

The self-regulatory body is the Stichting Reclame Code, administered through the Reclame Code Commissie. Statutory oversight is divided between the Commissariaat voor de Media (Mediawet), the ACM (competition and consumer law) and the Autoriteit Persoonsgegevens (privacy and cookies under the AVG and Telecommunicatiewet article 11.7a). The EU DSA and DMA also apply.

Gambling rules are among the strictest in Europe. Online gambling was legalised from 1 October 2021 under the Koa Act, regulated by the Kansspelautoriteit. Untargeted gambling advertising has been banned since 1 July 2023, covering TV, radio, out-of-home and print. Programme and event sponsorship was banned from 1 July 2024; sports sponsorship followed from 1 July 2025, both now in force. A full ban on online gambling advertising, plus a bonus ban, was announced by the cabinet in June 2026. This remains pending and has not yet been enacted into law.

Alcohol advertising is banned on TV and radio between 06:00 and 21:00 under the Mediawet (since 2009), mirrored in the Reclamecode voor Alcoholhoudende Dranken. Tobacco and e-cigarette advertising is banned outright. Prescription-medicine advertising to the public is banned under the Geneesmiddelenwet. Public ads for medicines and health products require KOAG/KAG pre-clearance with a toelatingsnummer. Influencer marketing falls under the Reclamecode Social Media en Influencer Marketing. Since 16 June 2025, the Mediawet also covers video uploaders who meet defined activity criteria, replacing the former 500,000-follower threshold.

Regulation changes frequently. Verify the current status of any pending proposals before committing budgets.

Selecting a media agency in the Netherlands

Choosing the right media agency is the structural decision that sits behind every channel and budget in this market. A well-structured pitch typically runs 10 to 16 weeks for a full process, or 4 to 8 weeks for a focused review. The agency selection guide for the Netherlands covers how to brief, how to assess, and what to negotiate on fees and contract terms.

For advertisers comparing the Dutch market with neighbouring markets, the Germany media landscape guide and the United Kingdom media landscape guide cover the two largest adjacent markets. The France media landscape guide is useful if you need the Benelux-France corridor. Guides covering Belgium and the Benelux region are publishing shortly.

How is audience measurement organised in the Netherlands? NMO (Nationaal Media Onderzoek) is the unified Dutch JIC, replacing the former SKO, NLO, NOM and VINEX studies. It covers TV (Kantar people meters, trading currency since January 2023), radio and audio (Ipsos MediaCell+ passive measurement), and online (trading currency since 8 January 2024). NMO Total Video launched 6 April 2026, adding streaming and video sharing platforms. Out-of-home measurement sits separately under BRO, with the BRO Next currency.

Tobacco and e-cigarette advertising is banned outright. Alcohol advertising on TV and radio is restricted between 06:00 and 21:00.
